The land survey in the state has now reached the second phase.
The land survey in the state has now reached the second phase. In the first phase, land survey has been started in 4989 Maujas of 89 zones of 20 districts. In the second phase, land survey is being done in 9619 Maujas of 129 zones of 18 districts from September 2021. In the 20 districts of the first phase, where land survey work has been expedited since September 2020, in 12 districts, not even a single survey of Mauja in a single zone has been completed.
Minister Alok Mehta has entrusted the task of completing the officers in the next 4 months i.e. February of the year 2023. But, the ground situation is such that the final publication of Form 20 is to be completed in these 12 districts of Madhepura, Araria, Banka, Katihar, Jamui, Sheohar, Saharsa, Khagaria, Jehanabad, Sitamarhi, Kishanganj and Arwal in a single Mouja. Couldn’t happen.
On the other hand, 46 Mauja (16%) in Sheikhpura, 36 Mauja (12%) in Munger district, 49 Mauja (11%) in Begusarai, 19 Mouja (4.61%) in Lakhisarai district, only 5 Mauja in Nalanda, Supaul and West Champaran. So far the land survey has been completed in only 2 Maujas and only 1 Mauja in Purnia.
Boundary determination work so far only 10 percent
There are mainly four levels of work for the ground survey. Kistwar, Khanapuri, Hearing and then Lagaan Endowment. Before working on these four levels, the most important task is to determine the boundary of the land. In such a situation, in the second phase, in 9619 Moujas of 18 districts where land survey started in September 2021, in 13 months, only 10 percent work has been done so far. In this also, the boundary of a mouzah in Banka, Madhepura, Supaul, Kishanganj, Nalanda, Khagaria, Jamui, Saharsa and Begusarai could not be determined.
On the other hand, 81 mouja (25 percent) in Jehanabad, 49 mouja (92 percent) in Lakhisarai, 9 mouja (8 percent) in Sheohar, 114 mouja (9 percent) in Katihar, 20 mouja (2 percent) in Purnia, 12 mouja in Sitamarhi. (2 per cent), only 9 moujas in West Champaran, 7 moujas in Munger and only one mouja in Araria, the boundary determination has been completed so far.
Fewer workers and survey work not being in priority is the main reason
Officials of the Revenue and Land Reforms Department say that lack of personnel and survey work not being in priority are the main reasons for slow progress. For the last three years only 3730 personnel are working for this important work. 405 other aminos have also been deployed to help them. This is the reason that this week an advertisement has been issued for the restoration of 10101 posts to expedite the land survey. The restoration of these survey workers will be completed by February.
