NHRC reprimands state governments over pollution
The National Human Rights Commission i.e. NHRC says that burning of stubble is the compulsion of the farmers. In such a situation, it is wrong to hold farmers responsible for pollution. NHRC said that it is the failure of the state governments that farmers are forced to burn stubble. The National Human Rights Commission has made a scathing remark after hearing the reply of the Chief Secretaries of Delhi, Haryana, Punjab and UP on the issue of increasing pollution on Saturday. Concerned over the rising pollution in Delhi-NCR, the commission had asked chief secretaries of Punjab, Haryana, Uttar Pradesh and Delhi to appear before it on November 10.
NHRC has told the state governments well
On the issue of pollution, the Chief Secretaries of Delhi, Haryana, Punjab and UP appeared before the NHRC and presented their views, after which the National Human Rights Commission said that the failure of the state governments is not responsible for the pollution. Now the next hearing in this case will be on November 18. The NHRC listened to the response of the Haryana, Punjab and Uttar Pradesh governments including Delhi.
The NHRC said that the state governments were supposed to provide harvesting machines to farmers to get rid of stubble, but they could not provide sufficient number of machines and could not take other measures. Due to this farmers are forced to burn stubble and this is causing pollution. Therefore, no state can hold farmers responsible for burning stubble, but due to the failure of these four governments, stubble burning is being done in Delhi, Punjab, Haryana and Uttar Pradesh and so much pollution is spreading in the air. While incidents of stubble burning are increasing in Punjab, Haryana and UP as well as Delhi, on the other hand, due to this pollution is increasing in many cities of these states including Delhi NCR.
Punjab recorded maximum number of stubble burning incidents
Let us tell you that most of the incidents of stubble burning are happening in Punjab. On Saturday alone, 2 thousand 467 incidents of stubble burning were registered in Punjab. Bathinda recorded the highest number of 358 incidents. This was followed by 336 in Moga, 256 in Muktsar, 242 in Fazilka, 231 in Mansa, 200 in Faridkot, 186 in Firozpur and 174 in Barnala. According to the data of Punjab Remote Sensing Center located in Ludhiana, the number of incidents of stubble burning between 15 September and 12 November has increased to 43 thousand 144. According to the data, 58 thousand 976 incidents of stubble burning were registered during the same period last year. That is, this year the incidence of stubble burning has decreased by 27 percent compared to last year, but due to this the pollution has not reduced.
