Case Of Disposal Of Applications On Nivesh Mitra Portal: Two Years Have Passed, But The Responsibility Of The Negligent Officers Has Not Been Decided
On the instructions of the government, neither the applications of the public and the entrepreneurs have been disposed of, nor has the responsibility of the negligent officers been fixed. There is a system for taking applications for these works through e-city service and Nivesh Mitra portal. In which it was mandatory to make applications within a certain time limit. After the implementation of this system, the applications of all the people also started coming on the portal and e-city service, but at the level of the municipal bodies, these applications are not being disposed off within the time limit.
In the review conducted at the government level, it was found that in most of the municipal bodies, applications related to trade license, industrial water connection, signage property, property mutation found on Nivesh Mitra portal and e-city service are pending. Fixing the responsibility of the officers responsible for this negligence, a report is being called for by the government, but no body has sent a report in this regard in two years. Now once again the Directorate of Local Bodies has sought a report from all the municipal bodies fixing the responsibility of such negligent officers.
Instructions have been sent by the Directorate of Local Bodies to the Municipal Commissioners of all Municipal Corporations and Executive Officers of Nagar Palika Parishad and Nagar Panchayats. In which along with the pending applications, while fixing the responsibility of the officers, it has been asked to provide the report immediately.
Action can be taken up to suspension
Sources said that on receipt of the report, action will be taken against the responsible officers ranging from withholding salary, giving adverse entry to suspension. Along with this, such officers will also be transferred on administrative grounds. The directorate has also fixed a maximum time limit of one week for sending the report.
Most applications pending in municipal corporations
Due to non-sending of reports by the bodies, the exact number of applications pending at the directorate level is not yet available. But it is being told that most of the applications are pending in the municipal corporations. Of these, complaints regarding pending applications have reached the government in Ghaziabad, Agra, Varanasi, Prayagraj, Bareilly and Kanpur. On this, a detailed report has been sought from the concerned municipal bodies including the reasons for pending applications.
