    State’s ruling party – YSR Congress and Chief Minister Jagan Mohan Reddy himself are also moving towards action with very strong intentions on the issue of three capitals of Andhra Pradesh.     In the case of capitals, a petition has been filed in the Supreme Court. In a blow to the Jagan Mohan Reddy government in Andhra Pradesh, the Supreme Court has not accepted the state’s request to stay the High Court order from March last year, reports NDTV in this regard. In this, the YSR Congress Party government was asked to develop Amaravati as the state capital within six months.

    Justice KM Joseph and Justice BV Nagaratna said the court would hear the request on July 11 along with other petitions related to the issue. Justice Joseph is retiring on June 16 and the issue is expected to come up before a new bench in July.

    Explain that Chief Minister Jagan Mohan Reddy had announced in the state assembly that he would shift to Visakhapatnam from July and work from the coastal city. This city is also called the City of Destiny.

    Significantly, Telangana was formed in 2014 by separating from the erstwhile Andhra Pradesh. The two were to share Hyderabad as the capital for 10 years, but Chandrababu Naidu was elected chief minister of Andhra and announced that he would build a world-class greenfield capital at Amaravati. Prime Minister Narendra Modi also attended the foundation stone laying ceremony. Thousands of acres of land were acquired and grand plans were drawn up with the construction of a new capital. However, things like lack of funds also came to the fore in this scheme.

    Naidu’s party lost the election in May 2019. Jagan Mohan Reddy became the Chief Minister. His government alleged a major real estate scam in land acquisition and plans for a new capital at Amaravati. CM Jagan’s government abolished the AP Capital Region Development Authority (APCRDA).

    Introducing the three capitals formula with Amaravati, CM Jagan passed a new law announcing decentralization and that the state would have three capitals. It was announced to make Kurnool the judicial capital, Amaravati the legislative capital and Vizag i.e. Visakhapatnam the executive capital. This ambitious plan got stuck in a legal quagmire. The government withdrew its decentralization bill. APCRDA was also canceled in November.

    Let us tell you that in March 2022, the Andhra Pradesh High Court had given a verdict in favor of the farmers of Amaravati. In this, according to the master plan given in the Capital Region Development Authority Act, it was asked to make the capital in Amravati in six months. The Jagan government reached the Supreme Court against this, in several petitions filed on behalf of the farmers, the repeal of the APCRDA Act was challenged. These people contributed land for the capital. The APCRDA Act was passed by the Chandrababu Naidu government during its tenure to develop a grand capital at Amaravati.

    In Andhra Pradesh, a division bench of the High Court headed by Chief Justice Prashant Kumar Mishra gave its final verdict on the petitions challenging the repeal of the Decentralization Act and the Andhra Pradesh APCRDA Act. Subsequently in November, the state government had withdrawn the AP Decentralization Act and the APCRDA Act.

    As per reports, some of the petitioners argue that there are more unresolved issues related to the APCRDA Act. These include questions like getting land owners back from the developer. The High Court was told that among the land acquired for the capital, there are many plots which are agricultural land, development or infrastructure like structures and these have been mortgaged to banks. Hearing on these questions is going on in the High Court, the final decision has not come yet.
