India is holding the presidency of the United Nations Security Council (UNSC) for December 2022. Chairing the UNSC session, External Affairs Minister Dr. S. Jaishankar said that the challenge of terrorism is being collectively responded to by most of the countries of the world, but multilateral forums are being misused to justify and shield criminals. being done. The External Affairs Minister hit out at the United Nations Security Council (UNSC) without naming China and Pakistan. He said that multilateral forums are being misused to justify terrorism and protect the conspirators.
Chairing an open debate on the topic ‘International Peace and Security and a New Direction for Reformed Multilateralism’ at the UNSC, Jaishankar said the conflict has created a situation that the multilateral forum cannot have a passive attitude. The world is coming together in a more united response to the challenge of terrorism. However, multilateral forums are being misused to justify and protect the conspirators.
Jaishankar said the credibility of the United Nations depends on its effective response to the major challenges of our times – be it pandemics, climate change, conflict or terrorism. While we look for the best solutions, our dialogue should never generalize to such threats, he added. There should be no question of justifying what the world considers unacceptable.
Reacting sharply to Pakistan’s Foreign Minister Bhutto’s ‘Kashmir remark’ at the United Nations, External Affairs Minister S Jaishankar said it definitely applies to a country sponsoring cross-border terrorism. He said that neither hosting Osama bin Laden nor attacking the parliament of a neighboring country could serve as evidence to preach before this Council.

Security Council should try to resolve conflicts and disputes: Bilawal Bhutto
Pak Foreign Minister Bilawal Bhutto Zardari told the UNSC that the parties to the dispute cannot advocate multilateral processes and reforms in a day. Either they can insist on the next bilateral route or eventually implement a unilateral solution. Pakistan firmly believes that major security problems in our region can be resolved peacefully. Bilawal said multilateralism is based on universal and consistent adherence to the United Nations Charter, self-determination of peoples, non-use of threats or force, non-acquisition of territory by use of force, respect for state sovereignty and territorial integrity, and non-interference in internal affairs. Should be based on intervention.
The Pak Foreign Minister said that the Security Council should try to resolve conflicts and disputes. It should focus on the underlying causes of conflicts such as foreign occupation and suppression of recognition of people’s rights to self-determination. He said that if you want to see the success of multilateralism, you can allow the UNSC resolution to be implemented when it comes to Kashmir. You prove multilateralism a success and prove that UNSC under your (India) chairmanship can be successful and bring peace in our region.
Security Council reform demands time
Earlier, while addressing the 15-member Security Council, Jaishankar said that reform of this global body is the need of the hour. I am sure that the countries of South Asia are also with this commitment of India. We all know that the ‘question of equal representation and increase in the membership of the Security Council’ has been on the agenda of the United Nations General Assembly for the last ten decades. Now that the debate on reforms has become aimless, the real world has changed dramatically.
Due concern was not raised on food, fertilizer and fuel security
Referring to the Ukraine war, the External Affairs Minister said that recent concerns over food, fertilizer and fuel security were not adequately expressed in the highest decision-making councils. That’s why most of the people of the world felt that their interests were not important. We will not let this happen again.
