    Female sterilization case in Khagaria: NCW and Bihar Health Department took cognizance, contract of NGO canceled

    The National Commission for Women and the Health Department of the Government of Bihar have taken cognizance in the matter.

    During the sterilization of around 50 women in Khagaria, gross negligence has been taken by the NGO and doctors. The women were left lying on the floor after sterilization at the Community Health Center (CHC) in Parbatta. Similarly, in Aloli, the limit was reached. In Alauli CHC, 23 women were operated upon without anesthesia. The atmosphere of the hospital had become like a ‘torture house’ due to the screams of the women.

    The National Commission for Women and the Health Department of the Government of Bihar have taken cognizance in the matter. Women Commission Chairperson Rekha Sharma has written a letter to Bihar Chief Secretary Aamir Subhani objecting to the matter and demanding strict action. After this, the Health Department has sought an inquiry report from Khagaria DM.

    After the matter came to the fore here yesterday, on November 17, Khagaria’s civil surgeon Dr. Amarnath Jha had reached Alauli. He went to the victim’s house and had a conversation.

    There was a lot of negligence in the CHC of Aloli and Parbatta

    On November 11, in Parbatta CHC, two dozen women were made to lie on the ground by simultaneously giving anesthesia needles for sterilization operation. In this, the negligence of the NGO and CHC in-charge working there came to the fore. After this, on November 13, 30 women were registered for sterilization at Alauli CHC. In this, 23 women were operated upon without being given anesthesia.

    During this, the women undergoing surgery kept on screaming. Kept slapping hands and feet. But the health workers completed the surgery by holding their hands and feet. Necessary health facilities were also not provided to the women and women were operated upon in the operation theater without giving anesthesia and numb injection. Just like being tortured in a torture center. Neither the organizers of the sterilization camp nor the doctors were concerned about these women who came for the operation.

    In the case, when questions were asked from the personnel of the agency authorized to perform the sterilization on the spot, they kept making various excuses.

    7 women complained after the incident
    Sterilization of 23 patients was done in Alauli CHC through Global Initiate Patna NGO. Out of this, 7 patients have been accused of making incisions without making them unconscious and numb. The patient said that during the incision and operation, the health workers held him tightly while the patient was screaming.

    Pratima Kumari, a resident of Alauli, said in front of the CS that due to the negligence of the doctor and the NGO, she would have lost her life. At the time of operation, four people were pacified by tying hands and feet and pressing their mouths. Hearing the cries, 7 women left without operation. Told that after the operation he was given two medicines and sent home. When the pain did not subside with the medicine, he had to undergo treatment in a private clinic.

    Earlier, a video statement of him had also surfaced. In this she is seen saying, ‘Taken to the operation theatre, two women had already been operated upon and she was crying out in pain. When I asked the reason, it was said that both of them used to take drugs, that is why they are shouting like this. When my number came, he asked whether he would do the operation without giving anesthesia. So the doctor said yes I will do like this. The doctor said that he will not give the needle now, will give it later. After that he started doing surgery. When there was a little pain, we kept on tolerating it. But when we started shouting loudly due to pain, four people together first held my hands and then the doctor performed the surgery.

    Civil surgeon Dr. Amarnath Jha said after the investigation of the case on Thursday that the investigation report in both the cases has been handed over to the DM. Necessary action will be taken against whoever is found guilty in this. The contract of both the NGOs has been cancelled. Along with this, the CHC in-charge has been warned that such negligence should not be done in future.

    Doctors are saying – there is no provision for sedation
    In this case, Medical Officer in-charge of Alauli CHC Manish Kumar had said that there is no provision by the government and health department to make the patient unconscious during such operations. In the operation where the incision is made, only that place is numbed by giving an injection. Patients remain conscious and start feeling scared by the sound of operation tools and other activities. This is the reason why such an incident happened.

    The surgeon of the hospital, Dr. Gulshanover, said that all the patients in Alauli CHC were operated by numbing the place of operation by giving xylocaine injection. According to the new instructions of the government, now the patient does not have to be unconscious. Everyone was informed about this before the operation. Despite this, some patients started making noise after realizing the activity of the operation. All is well afterwards though. Well, how can someone be cut without making them numb? Patients keep on talking like this.
