Balasore Train Accident: Railways Found 2 Departments Guilty In The Investigation, Cbi Investigation Still Going On
Sources in the Railway Board told The Indian Express on Friday that the probe found that the signaling maintainer had handed over the disconnection memo to the station master as per due process for carrying out the repair work. After the work was completed, a reconnection memo was also issued, which meant that the electronic interlocking signaling system was live. But the safety protocol of testing the signaling system before allowing the train to pass was not followed, the sources said, adding that besides this, the signaling staff continued to attend to the work even after the reconnection memo was issued. According to sources, the accident was jointly blamed on the station’s operational staff as well as the signaling maintenance staff.
Sources said the CRS report submitted to the Railway Board on Wednesday did not mention “outside interference” as this aspect is part of the ongoing investigation by the CBI. That’s why the report will not be made public now.
The report also found loopholes in the prevailing protocol for accessing the relay room, which is the nerve center of the electronic interlocking signaling system, for which both the signaling staff and the station master are accountable in the railway system. A senior Railway Board official said that it is protocol that whenever maintenance of any asset is carried out, the operational staff along with the concerned engineering staff is also responsible for the safety of the trains, be it track related or signalling.
